Here are the license requirements for BorderManager as they relate to BorderManager and NetWare user licenses. This information comes directly from the Novell Product Manager for BorderManager.
Q. Why is my non-eval BorderManager 3.7 license expired as of December 8, 2002, and what can I do about it? (Updated Jan 5, 2002)
A. The initial English-only release CD for BorderManager 3.7 contained expiring licenses by mistake. All registered owners of BorderManager 3.7 who downloaded an activation licenses should
receive a replacement license in the mail soon. The text quoted below is being mailed to everyone that Novell knows about with this problem.
"The license files included with the English-only release of Novell BorderManager 3.7 will expire on December 8, 2002. This has been corrected in the multilingual release. The two
releases are easily distinguished by looking at the face of the product CD. The English-only release has the old dancing people graphic. The multilingual release is labeled as "(Multilingual)" and
does not have the dancing person. Alternatively, you may inspect the properties of the license objects you are using to ensure that they do not have an expiration date.
If you installed licenses that came with the English-only release, you will need to replace them with non-expiring licenses. To receive the replacement license, open the attached smartcert737.exe and
click on the "download" button. The license file will be downloaded to the location you specify. This license file may only be used to replace licenses that have the expiration defect discussed
above.
The new licenses may be installed from the server console by loading LICINST, or they may be installed in NWAdmin, ConsoleOne or iManager. The old license objects may be deleted if you prefer.
As an owner of Novell BorderManager 3.7, you are eligible for upgrade pricing to Novell Secure Access. The Novell Secure Access suite encompasses all Web sites, servers and applications and provides

If you need to replace one of the problem licenses, didn't get the email mentioned above, and you are located in the US, you can call Novell NTS at 1-800-858-4000 for replacement
licenses.
Be prepared to fax them a copy of your license diskette label or a screenshot of the license object installed in your NDS tree.
Note: The server will continue to work with an expired license until you reboot it or stop BorderManager services. At that point, the services will refuse to load again due to the expired
licenses.
Q. When do I need a NetWare license for Novell BorderManager?
A. Novell BorderManager users never require a NetWare license. The only time a NetWare user license is consumed is when an administrator connects to NDS to use NWAdmin from the BorderManager
server. There is no requirement for the NetWare user license size to match the BorderManager license size.
Q. When do I need a user license for Novell BorderManager?
A. NBM is licensed by user, not by server. Like the new NetWare model, you may have as many servers as you need. A BorderManager “user” (for licensing purposes) is anyone who
authenticates to a BorderManager service. The following services do not involve user authentication and do not require users to be licensed with BorderManager licenses:

The BorderManager 3.8 VPN client is not free, and you are required to buy a BorderManager license for each remote VPN client user. Because of this, the only freely-available BorderManager 3.8 VPN client software is a 90-day eval version. Also because of this, patches to the VPN client will have to be made available through a customer portal, as opposed to providing a new version of the downloadable VPN client.

If you have NetWare 6.0 software, you can use the same software for multiple BorderManager servers, each with their own unique server license. This effectively gives you a runtime server. You do not
need NetWare user licenses for BorderManager services. However, if you place NetWare 6.0 user licenses at the top of the NDS tree, and then a user logs into a BorderManager server (running on NetWare
6.0), and maps a drive, a user license would be consumed, but with the NetWare 6.0 licensing scheme, this should not really matter.
Free Academic Server License
If you are a school, and you have academic user licenses, the regular NetWare 6 server license will not support them. You need a special NetWare 6 academic server license. You can get one from this

You USED to be able to download a 525MB ISO image of the NetWare 6.0 CD, but that page was pulled when NetWare 6.5 shipped. However, you can (as of Sept. 16, 2003) download overlay
images of NW 6.0 with with SP3 installed here:

It is my understanding that using the NW 6 eval image, coupled with the NW 6 server license, will give you the ability to install a NetWare 6.0 server so that you can install BorderManager 3.7.
Without a NetWare 6 user license, only two users would be able to log into the server at any one time, using grace logins. That should be sufficient for an admin to log in and administer the
server.
So - if you should happen to have no NetWare 5.1 or 6.0 server software, but have purchased a copy of BorderManager 3.7, the links above, some download time, and a CD burner should get you going.

I believe there may be a server license on the NW 6.5 OS and Product CD's.
If you get the Novell SEL, you might find overlay images for NW 6.0 on a DVD there.

This comes from the Novell BorderManager Product Manager:
"It is part of Novell BorderManager 3.8. You need one license of NBM 3.8 for every person who uses NCF 2.0. A given user may install it on multiple machines (desktop, laptop, home); the license is
for the user, not the machine."
Unless and until Novell makes a separate download of RADIUS available, the only current version is the NMAS-based RADIUS that comes with BorderManager 3.8. This RADIUS is free, but unsupported by Novell. (There is a lot of good information on it in the Novell Public Forums). This version (NMAS) of RADIUS does not require a licenses, and Novell has given their blessing to people who want to download the BorderManager 3.8 evaluation software, and just use the RADIUS component from it. (Unfortunately, I don't know how to extract just the RADIUS files off the BorderManager 3.8 CD, but you would need both the RADIUS NLM and the ConsoleOne snapins. The NMAS RADIUS must be configured using ConsoleOne - older (BMAS) versions of RADIUS DAS objects will not work.)
